Overview of Smart Meters
Smart Meter Radiation Risks: Independent EMF specialists are more and more determining that Smart Meter radiation emissions are greater in volume and frequency than utility companies have stated. Citizen Complaints are varied…over-billing, mild to severe health symptoms, unclear answers to radiation levels, and thermal and non-thermal effects of Smart Meter radiation.

Thirteen Fatal Flaws of Smart Meter Technology: An Expert’s synopsis of identified and published issues.
The Problem With Smart Grids (Published on Energy Bulletin): Written by a well-known and long-time author/researcher of electromagnetic fields. The author states, “How is it that so many intelligent, inside-the-beltway environmentalists are buying into an eco-health-safety-finance debacle with the potential to increase energy consumption, endanger the environment, harm public health, diminish privacy, make the national utility grid more insecure, cause job losses, and make energy markets more speculative?”

Overloading of Town and Cities and Radio Transmiters (Cellular Transmitter): A hazard for the human health and a disturbance of eco-ethics…Karl Hecht and Elena N. Savoley, IRCHET International Research Centre of Healthy and Ecological Technology, Berlin, Germany.
American Academy of Environmental Medicine…Electromagnetic and Radiofrequency Fields Effects on Human Health: For over 50 years, the American Academy of Environmental Medicine (AAEM) has been studying and treating the effects of the environment on human health. In the last 20 years, their physicians began seeing patients who reported that electric power lines, televisions and other electrical devices caused a wide variety of symptoms. By the mid 1990′s, it became clear that patients were adversely affected by electromagnetic fields and becoming more electrically sensitive. The Academy states that with the advent of wireless devices, there has been massive increase in radiofrequency (RF) exposure from wireless devices as well as reports of hypersensitivity and diseases related to electromagnetic field and RF exposure.
Wi-Fi Risks in Schools: By 1976, thousands of Government research documents existed highlighting the health dangers of below-thermal (Wi-Fi) microwave irradiation. In this year, the U.S. Government advised Western Governments to…’not enforce stringent exposure standards as this would become unfavorable for industrial output.’
Letter from Dr. De-Kun Li MD, PhD., MPH: Addresses whether FCC standards for Smart Meters are sufficiently protective of public health taking into account current exposure levels to radiofrequency and electromagnetic fields; and whether additional technology-specific standards are needed for Smart Meters and other devices that are commonly found in and around homes, to ensure adequate protection from adverse health effects.

Smart Grid – Smart Meter Dangers: Dr. Johanson’s Letter to the California Public Utilities Commission stating that the exposure of millions of human beings to pulsed microwave radiation should immediately be prohibited until the “red flag” can be hauled down.
Wireless Utility Meter Safety Impacts Survey: 35 page document of reader friendly survey results.
Health, Security and Property Damage Documentation: Can you imagine how much radiation is being emitted by four smart meters on one wall? Some apartment complexes have more all on one wall. What effect will that have on someone sleeping on the other side?
Medical Association’s Opposition to Smart Meters
American Academy of Environmental Medicine Recommendations Regarding Electromagnetic and Radiofrequency Exposure: Based on double-blinded, placebo controlled research in humans, some medical conditions and disabilities that would more than likely benefit from avoiding electromagnetic and radio frequency exposure include, but are not limitedc to: Neurological conditions, musculoskeletal effects, heart disease and vascular effects, pulmonary conditions, gastrointestinal conditions, ocular, oral, dermal and autonomic nervous system dysfunction.
American Academy of Environmental Medicine Calls for Immediate Caution Regarding Smart Meter Installation: The AAEM comcludes that “significant harmful biological effects occur from non-thermal RF exposure” showing causality. The AAEM also expresses concern regarding significant, but poorly understood quantum field effects of EMF and RF fields on human health. “More independent research is needed to assess the safety of “Smart Meter” technology,” said Dr. Amy Dean, board certified internist and President-Elect of the AAEM.
American Academy of Pediatrics: Addresses whether FCC standards for Smart Meters are sufficiently protective of public health taking into account current exposure levels to radiofrequency and electromagnetic fields; and whether additional technology-specific standards are needed for Smart Meters and other devices that are commonly found in and around homes, to ensure adequate protection from adverse health effects.
Other Countries and United States Cities and Counties’ Actions
Andrew M. Marion, PhD., JD, VA Hospital, New York: As early as 1975 the health and safety of 765 kV Transmission Lines were studied and documented
Court Decision, Maine Public Utilities Commission Didn’t Address Smart Meters Safety: Maine’s highest court ruled that state regulators failed to adequately address safety concerns about Central Maine Power’s smart meters.
American Academy of Environmental Medicine Letter to Public Utilities Commission of the State of California: “stated that the US NIEHS National Toxology Program in 1999 cited radiofrequency radiation asa potential carcinogen. Existing safety limits for pulsed RF were termed “not protective of public health” by the Radiofrequency Interagency. Working Group (a federal interagency working grooup included the FDA, FCC, OSHA and the EPA. Emissions given off by “smart meters” have been classified by the World Health Organization International Agency for Research on Cancer as a Possible Human Carcinogen.
Connecticut Attorney General Urges State Regulators to Reject CL&P’s Plan to Replace Electric Meters: “The pilot results showed no beneficial impact on total energy usage,” Jepsen said, “And, the savings that were seen in the pilot were limited to certain types of customers and would be far outweighed by the cost of installing the new meter systems.”
Historical Interactions Between Residents and Texas Power Providers
Notice of No Consent to Trespass and Surveillance, Notice of Liability (Resident to City): A legal notice to a power provider that any attempt to install a “smart meter” device will constitute trespass, stalking, wiretapping and unlawful surveillance…all prohibited and punishable by law through criminal and civil complaints. All persons, government agencies and private organizations responsible for installing or operating monitoring devices directed at or recording the residen’ts activities, and have not specifically been authorized in writing, will be fully liable for any violations, intrusions, harm or negative consequences caused or made possible by those devices whether those negative consequences are justified by “law” or not.

CenterPoint Energy’s Certified Mail and USPS First Class Mail to Houston Area Resident: Letter states the company’s attempt to ensure the safety of their employees when employees enter a resident’s property.
Resident Reply to CenterPoint: The resident responds to CenterPoint Energy stating that she has determined that there has been no attempt by the company to ensure her safety and health if an unproven product such as the “smart meter” is installed on the property.
Smart Meter Health Complaints to EMF Safety Network: This Network provides environmental protections, education and science based precaution for EMF and RF technologies: smart meters, cell phones, cordless phones, cell towers, wi-fi, dirty electricity, power lines. Utility customers have reported new or worsening health problems since the utility smart meter system has been installed on their home or in their neighborhood. The next 50 pages are their testimony.
Privacy and Health Concerns on Smart Meters Growing Globally: Critics of the technology cite, among an array of concerns, the potentially vast surveillance capabilities of the new electric meters, which allow governments and other entities to gather detailed personal information on a previously unimaginable scale. Possible health risks, threats to privacy from hackers, higher costs for customers, efforts to reduce electricity usage and impose changes in energy-use patterns, and many other problems are also contributing to the growing tide of opposition.
